Approximately 40 organizations will be invited to apply for funding in the first phase of this initiative. Ten finalists will be selected to receive a $5,000 stipend for participation in an evaluability assessment (EA). This process is used to gain information from important documents and input from stakeholders concerning the goals and content of the program. Outcomes from EA include clear objectives, process and outcome indicators, as well as options for program improvement (Trevisan et al., 2003).

In the second phase, up to eight of the ten finalists will be chosen to receive a grant to participate in evaluation capacity building and program evaluation activities for up to $175,000 each over a three-year period.
